As a social media platform, Twitter can become an arena for civil citizens to contest the state discourse. The rejection of Omnibus Law Bill proves legitimacy massive resistance and mass mobilisation reject policy products that contradict public interest. This research was meant provide analysis issues plan legitimation by employing two methods: network descriptive qualitative method. interactions during era were dominated actors. primary activity on not only movements but also confronting individuals who could help form ideas. Within agency’s narrative framework, related are communal endeavours as part participation in digital activism. Other dictions visible within various hashtags constructed assert agent’s political position. Various content platform produced transferring information knowledge. They put best use beautiful package. By opinion leaders’ agency, built State be contested influence others.
